Official Journal of the European Union EN C series C/2025/2977 23.5.2025 Conclusions of the Council and of the Representatives of the Governments of the Member States meeting within the Council on a community of young people in Europe based on European values for a common and safe Europe (C/2025/2977) THE COUNCIL AND THE REPRESENTATIVES OF THE GOVERNMENTS OF THE MEMBER STATES MEETING WITHIN THE COUNCIL, RECALLING THAT: 1. The European Union is built upon the common values (1) of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities, which are fundamental principles enshrined in the Treaty on European Union. These European values are universal and serve as a cornerstone for building a common and safe European society. 2. The Charter of Fundamental Rights of the European Union, which affirms the rights and freedoms of all individuals, including young people, provides a robust framework for dignity, equality, participation and protection.
